This volume attempts to answer these questions from different approaches and perspectives-some more focused on security problems, others on the role of civil society or subregional and regional organizations, and some centered on the structural factors that generate the emergence of armed or violent conflicts in Latin America and the Caribbean, on the basis of an exhaustive analysis of subregional experiences and the factors and actors that may affect their development.

In sum, the nine chapters lay the groundwork for advancing the debate on the conceptual premises that should guide conflict prevention in our region, from the perspective of civil society networks and organizations (on the understanding that this concept and its operational derivations have been on the regional agenda since debates, conceptualizations and external experiences, particularly within the framework of the UN), based on the regional and sub-regional dynamics that articulate conflict prevention, peace building and civil society actions, as well as the factors and structural elements that condition them in the region.

Conscientes de la necesidad de coordinar acciones para el desarrollo de los recursos energéticos y abordar conjuntamente los problemas relacionados con su uso eficiente y racional, los ministros de energía de la región se reunieron en Lima, Perú, para constituir un organismo intergubernamental destinado a promover el uso de los recursos energéticos como factor de integración regional, reafirmando la importancia de coordinar acciones solidarias para su defensa y preservación.

Desde principios de 2017 ocupa el cargo de Secretario Ejecutivo de la Organización Latinoamericana de Energía, cargo elegido por la Reunión de Ministros de Energía de América Latina y el Caribe para el período 2017-2020 y reelegido en Lima, Perú, en noviembre de 2019 para el período 2020-2023.

Es la máxima autoridad en la estructura jerárquica de la Organización. Sus principales funciones son: la formulación de la política institucional y la aprobación de los planes de trabajo, presupuestos, informes de actividades, balances y estados financieros. Está integrado por los Ministros de Energía, Secretarios de Estado, o quien haga sus veces en cada País Miembro.

Another fundamental element of the Summer School is the promotion of solidarity processes at international level that allow the development of networks of actors, the integration of approaches and the sharing of good practices. The meeting between innovative experiences of local development matured both in the context of Trentino and in the different realities of Latin America, opens the field for comparison and exchange between different visions and approaches, allowing to highlight the positive elements of each of them. In other words, the aim is to promote a dialogue between the actors of the different Latin American countries, as well as between Europeans and Latin Americans, which can be the basis for a process of continuous redefinition and adaptation of local development strategies in relation to the complex changes that, at the present juncture, affect the world as a whole.

The Summer School is based on the active exchange of experiences among members (multi-stakeholder dialogue). In this sense, the case study compiled on-line by each participant must be considered as an essential condition for registration, as well as a basis, if selected, for the work of the workshops at the Summer School. The case study submitted initially, with which the participant passes the selection process, cannot be changed subsequently.
