Universal access to education [1] refers to equality of educational opportunity, i.e., that all members of a society have the opportunity to receive education regardless of social class, gender, ethnicity, or physical or intellectual disability. [2] The term is used both in relation to college admissions for the middle and lower classes and assistive technology [3] for the disabled. Some critics feel that in higher education this practice, as opposed to a strict meritocracy, causes a lowering of academic standards. [4] In order to facilitate access to education for its entire population, in most countries there is a right to education. [5]

International Universal Access to Information Day[1] is an international day of recognition designated by the UNESCO General Conference to be celebrated on September 28. The day was inaugurated in November 2015 and was first celebrated on September 28, 2016.

Currently, only 17 African Union member states have passed national right to information laws, and associations such as the Open Government Partnership hope that the recognition of the right to information “will provide an important platform for all stakeholders at the national level to discuss the adoption and effective implementation of national right to information laws in line with continental and international standards and obligations.”[3]

The main objective of the 2021 International Universal Access to Information Day is to accelerate sustainable solutions aimed at achieving the Sustainable Development Goals. This will be done by mobilizing governments, civil society and individuals to take ownership of and contribute to Sustainable Development Goal 16 (Promote just, peaceful and inclusive societies) particularly in terms of building effective, accountable and inclusive institutions at all levels.
